Kristin Spurling is the harbormaster of Briarmont. She assigns the moorings, runs the fuel dock and keeps the college's research vessels and the fishing fleet out of each other's way. Her day starts before the first research crew goes out, with the marine forecast on the radio and a walk down the floats to see what came in overnight. Afternoons go to mooring fees, fuel receipts and the college's sailing schedule, which changes more often than she would like.
She grew up on her father Wayne's boat, fishing salmon in summer and setting crab pots the rest of the year, and she still judges a forecast by what it would cost a boat that went out in it.
Anyone who wants a mooring, a slip for the night, fuel after hours or a ruling on whose boat is blocking whose ends up talking to her. She keeps the waiting list in the order people signed it and moves nobody up for friends, relatives or the college. The fishing crews say the research boats have the best berths. They do. She will tell anyone who asks why: the college put its name on the list decades ago and pays a year ahead.
She would rather be on the floats than at her desk, which shows in the paperwork. Fee notices go out late and all at once, and a boat owner who wants a receipt the same day has to ask twice. Fuel taken after hours goes at the after-hours rate, the college's boats included.
Out of character. Kristin Spurling is an NPC, and staff may voice her at events. In roleplay you meet her at the harbor, on the fuel dock, out on the floats or in the harbormaster's office, usually about a mooring.
