The regulation of all real property, in and around Hartwell County limits, which if neglected, is a punishable infraction by fine. It is necessary to promote the health, safety, and general welfare of the people in that neglected real properties can have a detrimental effect upon surrounding property values and upon the attitude, mentality, and productivity of the general public.
